Lewis Shepherd leads R&D for next-generation technological solutions for the DIA and the Department of Defense Intelligence Community. He is responsible for information management strategic planning and serves as the senior consultant for DIA and DoD intelligence community technology needs, overseeing business case analyses and evaluating technology investments across the community.

Lewis has extensive experience in strategic decision-making and management. Prior to federal service he held senior public and private executive positions in California, including working on advanced analytic software solutions as an executive in Silicon Valley. From 1998–2000 he served as Vice President of Clinton Reilly Group, a leading West Coast government consulting firm. He previously served as Director of Communications for the Mayor of San Francisco and senior policy advisor to the Mayor of San Jose, California.

During his doctoral work at Stanford, Lewis worked as a Soviet foreign policy analyst in the Office of Secretary of Defense Caspar Weinberger (OSD/NA).

Lewis received a B.A. in Government and Foreign Affairs from the University of Virginia, a postgraduate degree in French from the Université Libre de Bruxelles (Belgium), and a master’s degree in Political Science from Stanford University. Lewis received the 2005 DIA Medal for Meritorious Civilian Service. He has coauthored two books on U.S. and international politics, and published numerous articles on public affairs.
