Hank is Deputy Assistant Secretary for R&D in the Department of Energy’s Office of Electricity Delivery and Energy Reliability. Hank leads R&D activities to enhance the reliability, security, and efficiency of the nation’s electricity delivery system. Hank also directs the $3.4 billion Smart Grid Investment Grant program to upgrade the nation’s power grid with advanced digital communications. In 2003, Hank led the development of the National SCADA Test Bed program to enhance the cyber security of control systems. Working closely with end-users and vendors, the program has conducted more than 30 vulnerability assessments of SCADA systems leading to the development of 12 next-generation, hardened systems which are now being deployed to better secure the nation’s power grid against cyber attacks. The program has also developed and commercialized several security technologies including the Secure SCADA Communications Protocol (Pacific Northwest National Laboratory and SEL, Inc.), Bandolier Security Audit Files (Digital Bond), and ANTFARM (Sandia National Laboratory) – an open source tool to map control systems networks.
