Holly serves as the Senior Contracting Officer on the Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) small business set-aside acquisition. She is responsible for all aspects of the acquisition. Holly has been with Department of Homeland Security (DHS) since September 2005. She served as the Co-Chair of the Pricing Evaluation Team for the 2nd Data Center, $820 million procurement, and Contracting Officer and Chair of the Pricing Evaluation Team for the Stennis Data Center, $390 million procurement. Prior to DHS, Holly was a Senior Contract Specialist for Department of Treasury, and a Contracting Officer for the U.S. Environmental Protection Agency.

Holly has won numerous awards for her service at Homeland Security. She has a Level III Acquisition Certification in Contracting and holds a Bachelor of Science degree from Howard University, Washington, DC, and a Master of Science in Procurement and Contract Management from the University of Maryland University College.
